"The government announced that students studying in classes 5 and 8 may have to appear for annual examinations. The decision was taken after a survey was done and the findings indicated that there is a need for significant improvement in their learning levels. students studying in pre-school till class VIII in schools affiliated to the Council for the Indian School Certificate Examinations (CISCE) will have to study a curriculum prescribed by the Board right from academic session 2017-18, said CISCE chief executive and secretary Gerry Arathoon."

In October, the Central Advisory Board of Education (CABE) had agreed for amending the 'no detention policy' under the RTE Act and allow the state governments to decide on introducing annual examinations for students of classes 5 and 8.

As per the 'no detention policy', students up to class 8 are automatically promoted to the next class without being held back even if they do not get a passing grade.

Minister of State for Human Resource Development Upendra Kushwaha told the Rajya Sabha, "According to an annual survey by the National Council of Educational Research and Training (NCERT) on the learning achievement of children in classes 3, 5, 8 and 10, there is a need for significant improvement in learning levels."

In a written reply, he said, "The survey also noted that the learning level of children depends on several factors, including socio-economic, socio-geographic, the educational background of the students, availability of basic infrastructure/amenities in schools, availability of trained and competent teachers in the schools and so on."  

Kushwaha cited section 29 of the Right to Education (RTE) Act 2009 and said that the schools and respective governments have the liberty to conduct periodic examinations for children of all levels.

Section 29 stipulates that there should be Continuous and Comprehensive Evaluation (CCE) of every child to assess their learning levels and provide additional instruction accordingly. "Under the CCE framework, schools and respective governments are free to conduct periodic examinations for children of all levels," said the minister.

Till now, the Board prescribed syllabus only for classes IX to XII. Most schools, said Arathoon followed NCERT syllabus for junior classes till VIII. The curriculum prepared by the Board will be released at the 59th annual conference of Association of Schools for the Indian School Certificate (ASISC) beginning in Lucknow from November 23.

The step, says Arathoon leads to upward mobility. "Earlier, we were preparing curriculum for class IX till XII. But now with having our own syllabus right from pre-school will ultimately help students to prepare for ICSE examinations in a better way. Now, students will be capable of working towards the board examinations much before," 

The Board also has some good news for people planning to start a CISCE- affiliated school. For the Board has now reduced the land measurement required for starting a school. Now, with 2,000 square metre of land, the Board, said Arathoon will grant an affiliation. This was earlier, 4,000 square metre for schools situated outside metropolitan cities. In metros, the land measurement stood at 2,000 square metres.

"Now, across the country, the land measurement stands at 2,000 square metres. The reduction is done in order to help the schools who are finding it difficult to acquire 4,000 square metres of land to start a school. However, schools will have to meet the infrastructure requirement and other facilities before seeking affiliation," Arathoon said.

Arathoon reiterated that the revised syllabi for ISC (class XII) and ICSE (class X) will be applicable for students taking the exam in 2018. The changes in the ICSE 2018 syllabus are in the subjects of history and civics, geography, mathematics and physics.
